NJ Transit | Hudson Bergen Light Rail Transit Line Program Management
As part of the program management team, SYSTRA assisted NJ TRANSIT negotiate, process, and administer change orders and payment administration for the HBLRT line.
SYSTRA’s services included defining the scope for change orders and costs for the project, preparation of an independent engineering estimate for the work, analyzing contractor’s proposals for the work against our own estimates, negotiation of costs and quantities with contractor representatives, and preparation of written documentation for NJ Transit procurement. These changes covered all facets of the work from station, track and associated structures, catenary and traction power and signals/communications.
Additionally, SYSTRA was instrumental in the quantity take-offs, labor, equipment, and material costing and negotiations that led to final agreement on the costs for the second operating segment of the line. In particular, SYSTRA developed an independent estimate and analyzed contractor indirect costs
associated with this work valued in excess of $500 million.
SYSTRA also performed construction management oversight and inspection services for the Weehawken Tunnel and Bergenline Avenue Station. This portion of the project was constructed under traditional project delivery (design-bid-build) and is known as Section N30 of the HBLRT system. It consists of over 4,000 linear feet of direct fixation track with a value of $150,000,000.
