MNR and LIRR | Positive Train Control (PTC) Systems

SYSTRA is leading a team providing planning, design, and construction support services for the Long Island Rail Road and Metro-North Commuter Railroad to comply with the Rail Safety Improvement Act of 2008 and FRA regulations Part 236 Subpart I.

LIRR Positive Train Control
Using the team’s detailed designs, the railroad will be retrofitting over 600 rolling stock, including 498 EMU pairs, 75 locomotives (six varieties), and 23 push-pull cab cars. Over 278 route miles of mainline track, encompassing over 70 interlockings and 289 highway rail crossings fall under the PTC regulation. The PTC system will incorporate vital wayside interface units, onboard systems, and data radio messaging, a vital office server, and non-vital backbone data communications and dispatcher interface work stations.SYSTRA developed the LIRR PTC Implementation Plan, which was approved provisionally by the FRA, subject to approval of the LIRR PTC Development Plan. An NPI filed with the PTCIP was developed into a PTC Development Plan and filed with the FRA for portions of the railroad using ABS wayside-only signaling. The PTCDP is under review by the FRA.

SYSTRA is developing specifications for the procurement of all PTC equipment and installation requirements for railroad force installation. SYSTRA is also developing the railroad’s PTC Safety Plan, including all RAM and safety targets, rules and training program requirements. SYSTRA is performing RF propagation analyses and assisting the railroad with the acquisition of 220 MHz spectrum,
including railroad interaction with the FCC.

MNR Positive Train Control
Using the team’s detailed designs, the railroad will be retrofitting over 350 rolling stock, including EMU pairs, locomotives, and push-pull cab cars. Over 310 route miles of mainline track, encompassing over 90 interlockings fall under the PTC regulation.

The PTC system will be all vital, incorporating wayside interface units, onboard systems, data radio messaging, an office server and non-vital backbone data communications and dispatcher interface workstations. SYSTRA developed the MNR PTC Implementation Plan, which was approved by the FRA. Eight MTEA’s were developed for terminals and secondary trackage, including one light density non-signaled line that will use temporal separation to mitigate risk and comply with Subpart I. The project is in the design phase, and SYSTRA is developing specifications for procurement of all PTC equipment and installation requirements for railroad force installation.

SYSTRA is also developing detailed design of new cab signaling on one of the railroad’s lines that is currently ABS wayside signaling only as well as the railroad’s PTC Safety Plan, including all RAM and safety targets, rules and training program requirements.
