ConnDOT | Construction Engineering and Inspection Services for Security Systems for MNR - New Haven Mainline (Phase 1, 2 and 3)
Metro-North Railroad’s New Haven Line runs from New Haven, Connecticut, southwest to Mount Vernon, New York. There it joins the Metro-North Harlem Line, where trains continue south to Grand Central Terminal in Manhattan.
In response to the 9/11 terrorist attack on the World Trade Center, the MTA and various railroads embarked on major security upgrades that embrace all its transit and roadway operations. The effort resulted in the installation of approximately 3,000 cameras at transit hubs, bridges, and tunnels. Transit continues to move forward with providing safe and secure systems for public transportation. These projects involve special considerations and delivery approaches.
SYSTRA is providing construction engineering and inspection services for the second of a five phase project involving the network infrastructure upgrade for Metro-North Railroad security system. This $8.6 million dollar project will replace and upgrade over 250 CCTV cameras and communication systems at five passenger stations, a movable bridge, and other security locations on the New Haven line. This includes new primary and redundant 144 fiber optic cable, which will be installed aerially over a 12-mile section along both sides of Metro North’s right-of-way and associated backbone network deployment.
SYSTRA is applying technical expertise and experience working around active railroads and with signal and communication systems to identify obstacles early, initiate potential resolutions and mitigate project challenges to avoid railroad operational and schedule impacts. SYSTRA is also applying thorough understanding of the correct installation methods and practices for signal and communication equipment being installed under this project.
The work includes coordinating resources and manpower among ConnDOT, Metro-North, external agencies, the contractor, property owners and utility companies. SYSTRA is responsible for overseeing the contractor’s work activities and ensuring compliance with all contract specifications and drawings. SYSTRA’s resident engineer is coordinating weekly progress and track outage meetings, monitoring project budget and schedules and preparing progress reports. The team is responsible for overseeing field inspectors, monitoring daily reports and ensuring work is completed in accordance with the contract, including AREMA, NEC and other relative code requirements. In addition, SYSTRA is providing technical support to state supervisors and managers by providing technical information in all aspects of contract work and plans.
SYSTRA worked with ConnDOT, providing construction management, inspection support and minor design support services for the network infrastructure upgrade for the security systems for the New Haven Mainline. These services included the replacement and upgrade of the existing CCTV system at the Milford, West Haven, New Haven and State Street stations and the Devon Bridge. The work also included new backbone network deployment.
The work involved security systems, communications, and infrastructure. The security systems work included fixed and moveable CCTV cameras, servers and networking equipment, fiber optic equipment and cabling, power supplies and integration of electronic security systems.
Pre-Construction Services: Involved the review and assessment of all documents, procurements, existing site conditions, drawings and specifications. SYSTRA identified potential impacts to operations; preprogram construction and maintenance activities, commuters, businesses, communities and impacted parties and worked to mitigate adverse impacts to the project.
Safety and Security Services: SYSTRA coordinated closely with ConnDOT/MNR, concerning employees and CM firm subcontractors who are within the limits of the railroad right-of-way, facilities, office buildings, tunnels and yards safety sensitive areas.
