Santa Cruz County Transportation Commission Santa Cruz Branch Line Acquisition Business Plan

SYSTRA prepared a business plan to facilitate the acquisition of the 32-mile Santa Cruz Branch Line from the Union Pacific Railroad. The plan provided strategies the SCCRTC would use to develop the conditions under which the agency can reasonably expect that existing freight services could continue profitably, new passenger service could be implemented without public subsidy, and a bicycle and pedestrian trail within the railroad right-of-way could be implemented over time.

The plan lay out the goals and objectives of acquisition, presented the current situation and critical issues of acquisition, and evaluated the contracting options, ownership, risks, costs, and real estate related revenue, capital and operating costs, and revenues due to existing freight and future passenger services. Also, an acquisition schedule and organizational structures required during the acquisition phase and for ongoing management were included.
